  • Providing training, mentoring, and research that beginning farmers and ranchers need to be successful.
  • Conducting outreach on agricultural job opportunities for military veterans.

PROVISIONS

Title I – Conservation

Sections 101, 102 & 131 — Conservation Reserve Program Transition Incentive Program (CRP-TIP) – Amend Sections 1231 and 1235 of the Food Security Act to reauthorize CRP-TIP through 2018 and provide $50 million in mandatory funding over the life of the new farm bill. Additionally, include provisions to strengthen the conservation language, create a comprehensive conservation plan option, create an easement option through the Grassland Reserve Program or the Farm and Ranch Land Protection Program, and allow transition between family members who meet the eligibility criteria but only in the case of land sales to the younger generation.   Will help retiring farmers make their land available for the next generation of farmers to afford.

Beginning in 2014, Americans who earn up to 133 percent of the federal poverty line and reside in 25 states that have agreed to a Medicaid expansion will qualify for access to the government insurance program. Those who earn up to four times the poverty line will qualify for federally subsidized insurance.

The Affordable Care Act (ACA) has the potential to dramatically reduce costs associated with incarceration and prisoner re-entry, a U.S. Department of Justice (DOJ) official said yesterday at a conference on health care and corrections at the John Jay College of Criminal Justice in New York City.

Local and federal governments spend about $80 billion annually on corrections — about $35,000 per inmate, but Amy Solomon, an advisor to the DOJ’s Office of Justice Programs, noted that those receiving continuing healthcare beyond incarceration are significantly less likely to be re-arrested.

New California Prison Plan Would Reform, Not Expand, State’s Overcrowded System

Steinberg’s plan “has the potential to reduce population and spending,” said Glenn Backes, a lobbyist for the Drug Policy Alliance, an advocacy group. “It’s a better plan than the governor’s. There’s still a lot of work to do to address the racist drug war, but this is better.”

Mental-health coverage to get a big boost under Obamacare

Under the Affordable Care Act, insurance plans offered in the new marketplaces will have to cover a core set of services called “essential health benefits.” Included on the list of 10 benefits are

mental-health and substance-use disorder services, which include behavioral health treatment, counseling and psychotherapy. Specifically, as part of what’s considered preventive services, plans will also cover alcohol-misuse screening and counseling, depression screening for adults and adolescents, domestic and interpersonal violence screening for women, and behavioral assessments for children.

●One in five adults has experienced a mental-health issue.

●Half of all mental-health disorders first show up before a person turns 14. Three-quarters of mental-health disorders begin before 24. But less than 20 percent of children and adolescents with mental-health problems receive the treatment they need.

●One in 20 Americans lived with a serious mental illness, such as schizophrenia, bipolar disorder or major depression.

But when torture, starvation, disease and routine murder are added to the mix, the ordeal can be truly terrifying. 

California Governor Proposes Massive Prison Expansion To Avoid Freeing Inmates

California Gov. Jerry Brown (D) on Tuesday announced a $315 million plan to expand the state prison system’s capacity by thousands of beds, allowing the state to comply with a federal court order to sharply reduce the population of its overcrowded facilities by the end of the year.

Under the governor’s plan, the state would move some 12,000 inmates from overcrowded state prisons into private prisons and county jails. During a press conference in Sacramento on Tuesday, Brown portrayed the plan as necessary to ensure “public safety,” noting that it would allow California to meet the court requirements without releasing prisoners.

California’s state senate offered an alternate plan, which creates financial incentives to promote rehabilitation, drug, and mental health treatment programs as a way to reduce recidivism. Brown reiterated that regardless of the crime or the health and public safety risk of the prisoner, his state would not be releasing any prisoners.

In an unconventional move, private prisons targeted for the expansion would be staffed with state employees, an arrangement that would allow the governor and his allies in the legislature to avoid a politically risky confrontation with the state’spowerful prison guard union.

The Connection Machine utilizes 65,000 computers linked in parallel to form the fastest computer on Earth. This computer can perform 3.1 billion calculations per second. This is faster than the theoretical top speed of the Cray Supercomputer. Though he did not “invent” The Connection Machine, his work on it won Philip Emeagwali the Gordon Bell Prize of 1989. The parallel computer was twice as fast as the previous year’s computer. The Connection Machine was a great advancement over previous designs built by IBM‘s design teams of Thomas J. Watson, Jr. and Fred Brook.

The officer has PTSD, could be shell shot, this isn’t Iraq, find cover or best of all know your neighbourhood a lot better.  I thought cops were to work in their own community. They have protection. You can’t just shoot kids down. You are trained, they are not. If you are afraid, patrol another neighbourhood that you feel more comfortable serving and protecting.

In Nov. 2008 SWAT magazine article titled “Ambush Reaction in the Kill Zone,” Gelhaus wrote about how you need to stay “in the kill zone” or “bad things will happen to you.”

Any offense after that was a hanging offense.In 1858, free people of color could not buy wine or ardent spirits unless they had written permission from three or more justices that they were sober, orderly and of good character. In 1860, free Negroes could not be ordinary or tavern keepers and were proscribed from selling hard liquor.

When I study this fact, I am, in fact more, reminded
of the effects of the War on Drugs. Absolutely NOT Obama care! ObamaCare
provides access to equality in healthcare for all or to any one
that chooses to be covered, that is, with the elected officials permission
(that’s more like slavery), Obama Care will now cover mental
health, resultantly, there is no longer a need for self-medicating.

DEFINITION:

PRIVATIZATION: To convert a public resource, industry, institution, task or service into the property of private individuals or business;

• a political process whereby certain functions of government are turned into for–profit businesses, given to private individuals or corporations;

• to make something that is available equally to the public the property of a private few.

‘PRISON’ PRIVATIZATION is when private businesses or individuals take over, own or operate prisons, for profit and as a business.

The first time private prisons were used in the U.S. was after the Civil War, when the South used imprisonment and criminalization to ‘re–enslave’ freed African Ameri- cans and keep them as free labor.

These private prisons existed as

plantations, farms & work camps,

with torturous conditions, and where many prisoners were literally worked to death.

Because of this history and the ethical conflict that exists necessarily between imprisonment and profit, private prisons were finally outlawed in the early 1900s, tucked away as one of the most horrific chapters of U.S. history.

TALLAHASSEE – A divided appeals court ruled Wednesday that Florida legislators may not be questioned under oath about whether they “intended” to gain partisan advantage when they re-drew congressional maps last year.

The ruling came in one of two lawsuits challenging both the congressional and state Senate maps that lawmakers re-drew following the 2010 U.S. Census. In both cases, groups are seeking evidence and testimony to support their contention that lines were drawn by ruling Republicans with an “intent” to gerrymander.
