California Washington Fires have Solutions: Fire, Drought Resistant Fireweed

Follow fireweed treating depression, posttraumatic stress disorder, obsessive–compulsive disorder, alcoholism, drug addiction, cluster headaches, and other ailments.

Fireweed comes into a clear cut or burn and creates an environment that will sustain a strong plant community – not just its own species, but pioneering the process to rebuilding a healthy ecosystem?

Henry David Thoreau mentions seeing great stands of it growing in burned areas in 1857. It’s a beautiful color and its dangling stamens and large white pistil make it very easy to identify. This plant is a favorite of bee keepers and is an important nectar producer for the honey industry throughout Canada and Alaska. The honey is much sought after and commands premium pricesCongress annually writes emergency blank check, which in wildfire exceeds $2.5 billion.

Over the last century we turned trees from green friends we hug into thirst-stressed enemies we compete with for resources. But this ecological blowback didn’t happen by accident, overnight.Water depletion from afforestation is the unintended consequence of our deliberate 20th century federal lands policy. For millennia, fires set by lightning or by Native Americans limited Western forest stocks to roughly a few dozen trees per acre. No longer. The nationally terrifying Big Blowup wildfires of August 1910 led the US to in effect declare war on wildfire.

The result? More new trees compete for less sunlight, thinner soil nutrients and scarcer water resources. Insects and diseases spread faster. Unnatural afforestation creates a deadly tinderbox; fuels accumulate year after year until the inevitable wildfires burn faster, hotter, more destructive and deadlier than ever, consuming the treasure of citizens and the blood of our youth – from Montana’s Mann Gulch (1949) to Colorado’s Storm King Mountain (1994) to Arizona’s Yarnell Hill (2013).

Because today’s hottest and thirstiest parts of America are over-forested due to a vigorous and expensive federal fire-suppression initiative that has silently stocked semiarid regions with what we estimate to be several billion trees too many.

Regular and cooler seven-year fire regimes that pruned back new growth have been blocked for decades on end. Now the relentless metastasizing spread of native, excess trees reduces sap flow, slows down wind-flow, and alters the complex biophysical structure of entire landscape. It crowds out indigenous plant and animal habitat. Shade tolerant species take over; Aspen, lupine, sequoia, and fireweed can’t reproduce.

Less appreciated – both as crisis and opportunity – is how the afforestation caused by a century of fire suppression depletes a natural resource that has today become far more precious than toilet paper: fresh water.

More than half of humanity is urban. Our freshwater shortfall comes from population growth, waste, pollution, rising demand for water-intensive goods – but also parasitic competition from unnatural afforestation. Of the 39 states facing water scarcity, few feel stress more than those West of the 98th Meridian; thirsty ‘cities in the wilderness’ – from Spokane to El Paso, Bozeman to San Diego, Salt Lake City to Tucson – depend on forest lands where rain and snow fall, filter through soil to supply water. Now, as billions of excess conifers drink up tributaries of the Colorado, Columbia, Missouri, and Rio Grande, we’ve turned trees from friends into enemies.

Ecosystems & Biodiversity

Credit markets for water quality treatment are increasingly viewed as an essential tool for addressing watershed-scale nutrient issues such as the notorious Ecosystems & Biodiversity, Mechanisms for Market-based Conservation

Water conservation erodes a private or public utility’s revenues. To remain solvent, or grow, providers are forced to encourage and reward waste.

By James G. Workman (Faculty Member and 2005 Kinship Fellow)

The converse is that through the principles of H2Ownership, we can find a way to unlock the monopoly in order to save both water and the utility.

This is critical to understanding the marine connectivity between our countries. Florida is home to 18 million residents and annually hosts upwards of 90 million tourists. Florida has seen unprecedented overuse of its coastal and reef habitats. The Everglades has been sucked dry and we spend billions of dollars importing sand onto our eroding beaches. We have taken too much out of the system and are relying on importing fish to feed the demand. Biologically, Florida and the US east coast are at the end of the supply chain. These areas rely on pristine habitats upstream more then ever. We depend on healthy Cuban marine habitats more than Cuba depends on ours.

Make Cannabis Vodka?

Prohibition is Slavery

“We did $2 million in orders in two months,” Coley recalls. “I think hemp seed will eclipse it.”

According to Coley, Nectar Ales’ annual profits shot up from $1 million to $40 million after the brewery started selling hemp seed beer. “They’ve grown exponentially, so that’s good for us,” Coley says.

Flavored vodkas continue to be enormously popular, and not just with the girly drink set that favors the whipped cream and fluffed marshmallow varieties that Smirnoff launched late last year. Distillers are now toying with ingredients that appeal to earthier drinkers who pride themselves on their purist streaks, such as the fireweed that Alaska Distiller’s Toby Foster fit into a spirit which debuted last summer.

Cannabis, family Cannabaceae; species: Cannabis indica, Cannabis … they learned about the cultivation of hemp from the Native Americans people. … The exported fibers, were then bought back as finished products from England. … Hemp flourishes even to rankness, so that we need not want cordage.”.

How to use Jamaican Guaco

Jamaican Guaco is used to make a Jamaican-style bush tea that is then used to treat various ailments. The leaves of the herb are boiled for a few minutes, sweetened with honey or with sugar if it is preferred, then sipped to bring relief from the likes of diarrhea. The fresh Guaco leaves may also be applied to areas of the skin in an effort to ease any itch or as a remedy to being bitten by certain insects. The juice from the leaves of the Jamaican Guaco bush may also be squeezed onto the desired area of the skin and used like a therapeutic oil.The sweet aroma and healing properties of the leaves also make Jamaican Guaco a favorite for adding to the water when taking a bath.

Health Benefits of Jamaican Guaco

The bush tea made from Jamaican Guaco is used as a remedy for treating diarrhea as well as to reduce fevers, suppress coughs and also as a natural blood thinner. Jamaican Guaco is also used to cleanse the blood, improve digestion, combat asthma along with promoting a healthier respiratory system. The fresh leaves of the Guaco plant may also be heated and used to kill bacteria, heal wounds, treat rashes, and stave off yeast infections as well as relieving aches and pain along sections of the body. The leaves of the Jamaican Guaco are also used to treat certain venereal diseases by killing the bacteria associated with the infection.

5. Funding University Research

One very good way to sway public opinion, as we all know, is to have a very official-sounding study with an academic at the helm that confirms your political agenda. This is exactly what private prisons do, bankrolling university research to generate greater profits for their booming industry.

Abbott made higher education research initiatives – Prison Industry one of his five emergency items in the legislative session that ended this week, a goal that won praise from faculty and leadership at the University of Texas System.

Institutions of higher education have now become a part of what sociologist Victor Rios has called the “youth control complex”—a tightly bundled network of institutions that work insidiously and in harmony to criminalize young people of color. Here are five ways that universities buy into private prison companies.

“We live in the most incarcerated county in the world, there are more black men under correctional control today than there were under slavery in 1850.” Legend stated.

PRISONINDUSTRY CONTRACTS

Obama has pushed to change criminal justice policy to correct what his administration calls unfairness in sentencing and to keep down the cost of lengthy incarcerations for non-violent crimes.

Obama also called on Congress to pass pending legislation that would make the Fair Sentencing Act retroactive for some offenders.
Clarence Aaron of Mobile, Ala., was convicted in the early 1990s at the age of 22 for conspiracy to distribute cocaine. The White House is committed to reducing mass incarceration and working to restore fairness to the criminal justice system,” reduce the sentencing disparity and to avoid triggering mandatory minimum sentences in drug cases.

WHEREAS:

Congress has passed a defense policy bill every year since the Kennedy administration, but the 52nd year has been one of the more tortuous as the legislation got caught up in the dispute between Republicans and Democrats over Senate rules and limits on debate.

The White House had expressed support for the legislation, which would provide $552.1 billion for the regular military budget and $80.7 billion for the war in Afghanistan and other overseas operations, a reflection of deficit-driven efforts to trim spending and the drawdown in a conflict lasting more than a decade.

The legislation also would cover combat pay and other benefits, authorize funds for the destruction of chemical weapons in Syria and provide money to study the feasibility of establishing a missile defense site on the East Coast.

GOP, Alec,

The PRISON INDUSTRIAL COMPLEX (the PIC) A MATTER OF CHOICE- THE CONSEQUENCES OF ARBITRARY ENFORCEMENT OF VICE LAWS

The PRISON INDUSTRIAL COMPLEX (the PIC)TO HELP PROSTITUTES ‘REALIZE’ THEY ARE VICTIMS, MUST THEY BE ARRESTED AND THREATENED WITH INCARCERATION IF THEY DON’T ACCEPT THEIR ‘VICTIMHOOD’?
How do cops intend to ‘help’ us realize we are victims? By arresting us? Putting us in jail where we are quite likely to be raped by the staff? Or turned into the ‘sex slaves’ of the sheriff in charge of the jail? and sent to solitary confinement if we report the rapes? or take us off the prison grounds to work as prostitutes for those who run the place?

The PRISON INDUSTRIAL COMPLEX (the PIC) is in the New Jersey NewYork, Manhattan, Illinois, Michigan, California sex industry.  The legal line between porn and the prostitution premise benefits law enforcement, not victimised grown women.

Why is prostitution illegal but people can have sex for money in porn?
In prostitution, someone plays someone else to have sex with them. Its illegal.
In pornography, someone pays you to have sex with someone, and also documents it…. and its legal!?

Someone told me porn has to do with free speech, but that doesn’t explain why prostitution is illegal then.
Someone else told me prostitution spreads disease and is not regulated and thats why its illegal. Well its not regulated because its not allowed.
So can someone explain this?
It looks like two identical things to me: sex for money.

New York Penal Law defines a prostitute as a person “who engages or agrees or offers to engage in sexual conduct with another person in return for a fee.” A pornographic actor does just that: Like a more typical prostitute, he or she engages in sex in return for a fee.

Porn, like Hooter’s and Playboy Clubs, commercializes women’s bodies, BUT it is largely (not entirely) hidden — the cultural message is that it’s private (“adult”). Prostitution, in my view, is completely different from these enterprises. In prostitution, individual adult women could have the potential to be their own enterprises, to control their choices independently –in private contracts between consenting adults — with no mass exploitation or commercial messaging. Yet THAT is illegal. So back to my question: What is the difference between a Hooters and a Playboy Club?

As Playboy, the magazine and the clubs, had made sex and sexual attraction acceptable, it inadvertently opened up American society to the seedy filth of Hustler, porno theaters and the ubiquitous strip clubs. Charming cheesecake centerfolds and fabulous fantasy Bunnies were no longer the idols in a society of Debby Loves Dallas, Deep Throat and 10-cent peep shows.

The Nordic Model – adopted in Sweden and Iceland – penalises the demand for commercial sex while decriminalising the prostitutes themselves; But could endanger women even more.

A MATTER OF CHOICE- THE CONSEQUENCES OF ARBITRARY ENFORCEMENT OF VICE LAWS

Despite the number of guys I ‘dated’ I was very fortunate that I never contracted a sexually transmitted disease. Of course most of my ‘encounters’ with these men involved oral copulation, which was still a felony in 1972 when I began my ‘career.’ People could go to prison for 5 years or more- even if it was oral sex between a husband or wife. It was not until 1975 that oral sex between consenting adults was decriminalized in California. Prostitution was a misdemeanor.

One night, this one particular business owner decided he was going to get back at me for all the customers I cost him. His car was parked in front of his business, and when he saw me walking toward his store, he came running out, knocked me into the street, got into his car and attempted to run me over.

I called the cops, who came and took a report, but since I wasn’t really hurt, they didn’t arrest him- instead they gave him a summons. The case eventually did go to court, but this man was a member of the Hollywood Chamber of Commerce, and in the court’s eyes, who was I to make a complaint against him?

One night I was sent on a call to porn star John Holmes’ house on Wonderland Drive. It was July 1, 1981, the night that four of his guests were brutally murdered. It became known as the ‘Laurel Canyon Murders’ or the ‘Wonderland Drive Murders.’ Even though I knew a lot of cops through my work, I could trust none of them.

Years later after I stopped working the streets, I learned from a very prominent Los Angeles attorney that four call girls had filed criminal complaints against some cops who had sex with them and then arrested them. All four of those women had ‘fatal car accidents.’ Problem solved. Many of the Hollywood Division cops were taking street prostitutes up to Griffith Park for sex in exchange for not arresting them. Sandra Bowers was one of them, and she was a key witness in the police scandal that broke in the early part of 1982. She was found murdered in one of the sleazy motels on Sunset Blvd. She had been stabbed and her throat slit- perhaps as a warning to others to keep their mouths shut.

Sex worker rights activism and being an advocate for a change in laws which criminalize any part of consensual adult commercial sex was my objective from the first day I started working as a prostitute. Decriminalizing prostitution will not in any way benefit me financially, as I retired from sex work years ago. However, I believe in a woman’s right to control her own life and body, and that ‘choice’ means ‘choice’ and not what someone else chooses for me. I am passionate about overturning laws which prohibit consenting adults from engaging in commercial sex. Such laws are harmful to all of society and for so many reasons, need to be repealed.

Sex work and sex trafficking are not the same, but because there are so very few real victims, prostitution abolitionists and law enforcement agencies must conflate the two to create the illusion that there are hundreds of thousands of ‘sex slaves’ around the world just waiting to be rescued. All they need is MORE MONEY!  All of these rationales for prohibiting prostitution could apply to the work and life experiences of millions of women in many other types of labor, including the military (rape and PTSD, danger), taxi driving (homicide, rape, robbery, danger), law enforcement (from civilian to sworn officers), domestic servitude (rape, danger, slavery, the desire to be doing ANYTHING other than cleaning toilets and scraping off dried feces, urine and vomit of strangers), and so many other jobs and circumstances.

If ‘prostitution is like rape,’ why ‘proactive’ enforcement of prostitution laws if the prostitute has not claimed to be a victim? For all other violent rapes, sexual assaults and domestic violence, a victim must first report the crime before the police are permitted to begin an investigation. And unfortunately, quite often even when those victims do report crimes against them, the police do not investigate beyond an initial query. If they don’t believe the victim, as happens in so many cases of rape and domestic violence, the investigation stops.

President Reagan, as President was the country’s most notorious drug trafficker  history has ever known–More than One Generation of American Citizens having resultantly been destroyed by his election and subsequent Presidency

SAM SMITH The nausea-inducing elevation of Reagan into someone he never was is another triumph of rightwing spin being swallowed whole by a media that not only doesn’t know the facts, it doesn’t even think it has to, for it, too, has become just another part of show business.

Guns haven’t made us safer: TrickleDown hasn’t made us richer; Global warming is real; Fair taxes/reasonable regulation aren’t Socialism Patrick Jennings  @PatJennings

JUAN COLE – I remember seeing a tape of Reagan speaking in California from that era. He said that he had heard that some asserted there was hunger in America. He said it sarcastically. He said, “Sure there is; they’re dieting!” or words to that effect

GLENN KESSLER WASHINGTON POSTReagan’s spending cuts barely nicked the fastest-growing parts of government, his tax cuts reduced revenue so much that later in his tenure taxes had to be raised repeatedly, his regulatory approach was criticized for leading to the savings and loan crisis and his unbalanced budgets to a near-tripling of the federal debt in eight years.

PHIL GASPER, COUNTERPUNCH – Reagan refused to mention AIDS publicly for six years, under-funded federal programs dealing with the disease and, according to his authorized biography, said, “Maybe the Lord brought down this plague,” because “illicit sex is against the Ten Commandments.”

TOM CARSON, VILLAGE VOICE – Ronald Reagan is the man who destroyed America’s sense of reality – a paltry target, all in all, given our predilections. It only took an actor: the real successor to John Wilkes Booth. In our bones, we had always been this sort of bullshit-craving country anyhow, founded on abstractions:

“For many Americans, this was a time best forgotten,” said Julian Bond, chairman of the NAACP and a longtime civil rights activist. “He was a polarizing figure in black America. He was hostile to the generally accepted remedies for discrimination. His appointments were of people as equally hostile. I can’t think of any Reagan policy that NEGUS’ would embrace.”

The former actor and California governor offended blacks when he kicked off his 1980 general election campaign by promoting “states rights” — alec-logo- States Rightsonce southern code for segregation — in Philadelphia, Miss., scene of the murder of three civil rights workers 16 years before. Early in his first term, Reagan ordered some of his toughest budget cuts in Medicaid, food stamps, aid to families with dependent children and other “means tested” programs that were critical to large numbers of lower-income black families. Until a public protest forced Reagan to back away, his Agriculture Department sought to cut the school lunch program and redefine ketchup and relish as vegetables.

JOE STRUPP, EDITOR & PUBLISHER – The death of Ronald Reagan has become yet another reminder that news organizations often turn sentimental at the death of a former leader, no matter what legacy he or she leaves behind. . .The overwhelming praise for a president who plunged the nation into its worst deficit ever, ignored and cut public money for the poor, while also ignoring the AIDS crisis, is a bit tough to take. During my years at Brooklyn College, between 1984 and 1988, countless classmates had to drop out or find other ways to pay for school because of Reagan’s policies, which included slashing federal grants for poor students and cutting survivor benefits for families of the disabled. Not to mention the Iran-contra scandal, failed ‘supply-side economics,’ the ludicrous invasion of Grenada, 241 dead Marines in Lebanon, and a costly military buildup that kept us closer to nuclear war than at any time since the Cuban Missile Crisis, besides leaving us billions of dollars in debt. And should we even mention the many senior Reagan officials, including ex-White House aide Michael Deaver and national security adviser Robert McFarlane, convicted of various offenses? What about Defense Secretary Caspar Weinberger indicted but later pardoned by the first President Bush? “It is clear that each US government agency which had a relationship with Noriega turned a blind eye to his corruption and drug dealing,

In 1970 he had written a paper  in which he called for martial law in case of a national uprising by black militants. Among his ideas were “assembly centers or relocation camps” for at least 21 million “American Negroes.” Those words come from a time when Giuffrida was the head of then-Governor Reagan’s California Specialized Training Institute, a National Guard school.

“This is an operation, this is an exercise, this is an objective which is going forward because in the long run . . . it is the only way that will be able to prevail [against anti-war protests.]”

Addressing the kickoff of Cable Splicer, Governor Reagan told some 500 military and police officers:

“You know, there are people in the state who, if they could see this gathering right now and my presence here, would decide their worst fears and convictions had been realized — I was planning a military takeover.”

General Anastasio Somoza, of the rightist regime, invited Sandino to meet in Managua for peace talks. Sandino agreed, and upon his arrival Somoza summarily seized and executed the man. The revolution was finally subdued, and in 1937 Somoza became dictator. From 1937 to 1979, Nicaragua was ruled autocratically by two successive generations of the Somoza family.  On August 22, 1978, twenty-four Sandinista guerillas stormed the national palace at Managua, and by July 17, 1979, the Sandinistas had formally taken power. The Sandinistas quickly wrote and passed a provisional constitution, The Fundamental Law of State. This constitution guaranteed human rights that were previously ignored by the Somoza regime. It guaranteed equal justice under law, the right to free expression, and the abolition of torture. It seemed that the people were already benefiting from this great revolution, which truly did liberate them.

With the discrete help of the US, these so-called counter-revolutionaries, or contras, began a guerilla war on the Sandinistas. Despite the irony of this switch in positions, the contras, indeed, became guerillas (revolutionist; terrorist.) right after the Sandinista guerillas had ousted them from power. Though the Reagan administration was officially forbidden by congress to support the contras, the US secretly provided financial aid for them. Through Ollie North and the highly controversial Iran-Contra Affair, the US provided the contras with endless financial aid stemming from profits from an illegal arms trade with Iran.

Democratic Anti-Contra-War Campaign The socialist oriented Left had a natural affinity with the Leftist Sandinista Revolution. Reagan administration officials illegally sold arms to Iran and used the profits to illegally supply arms to the Contras The conference issued a statement declaring that “the United States government bears a direct responsibility for the long suffering of the Nicaraguan people”

“Once you set up a covert operation to supply arms and money, it’s very difficult to separate it from the kind of people who are involved in other forms of trade, and especially drugs. There is a limited number of planes, pilots and landing strips. By developing a system for supply of the Contras, the US built a road for drug supply into the US.”Former CIA agent David MacMichael

In 1984, U.S. officials began receiving reports of Contra cocaine trafficking. Three officials told journalists that they considered these reports “reliable.” Former Panamanian deputy health minister Dr. Hugo Spadafora, who had fought with the Contra army, outlined charges of cocaine trafficking to a prominent Panamanian official and was later found murdered. The charges linked the Contra trafficking to Sebastián González Mendiola, who was charged with cocaine trafficking on November 26, 1984, in Costa Rica.

Reagan Administration admits Contra-cocaine connections

On April 17, 1986, the Reagan Administration released a three page report acknowledging that there were some Contra-cocaine connections in 1984 and 1985, arguing that these connections occurred at a time when the rebels were “particularly hard pressed for financial support” because U.S. aid had been cut off. The report admitted that “We have evidence of a limited number of incidents in which known drug traffickers have tried to establish connections with Nicaraguan resistance groups.” The report tried to downplay the drug activity, claiming that it took place “without the authorization of resistance leaders.”[8]

Kerry Committee

Main article: Kerry Committee report

In 1986, Senator John Kerry and Senator Christopher Dodd proposed a series of hearings at the Senate Foreign Relations Committee regarding charges of Contra involvement in drug trafficking; the hearings were conducted by Senator Richard G. Lugar of Indiana, the Republican Chairman of the Committee. The report of the Committee, released on April 13, 1989, found that “Contra drug links included… payments to drug traffickers by the U.S. State Department of funds authorized by the Congress for humanitarian assistance to the Contras, in some cases after the traffickers had been indicted by federal law enforcement agencies on drug charges, in others while traffickers were under active investigation by these same agencies.” The U.S. State Department paid over $806,000 to known drug traffickers to carry humanitarian assistance to the Contras.[9]

Gary Webb[edit]

Former DEA agent Celerino Castillo alleged that during the 1980s Ilopango Airport in El Salvador was used by Contras for drug smuggling flights with the knowledge and complicity of the CIA. These allegations were part of an investigation by the United States Department of Justice Office of the Inspector General.[10] Castillo also testified before the House Permanent Select Committee on Intelligence. Between 1996 and 1998 the Central Intelligence Agency investigated and then published a report about its alleged involvement in cocaine sales in the US. This was prompted by the journalist Gary Webb‘s report[11] in the San Jose Mercury News alleging that the CIA was behind the 1980s crack epidemic. Gary Webb alleged through his Dark Alliance series that the government had been complicit in the trade of drugs in the inner city through the use of a kingpin named Freeway Ricky Ross. According to the Oakland Tribune, “In the course of his rise, prosecutors estimate that Ross exported several tons of cocaine to New York, Ohio, Pennsylvania and elsewhere, and made more than $600 million in the process.”[12][13][14]

Kobe Bryant Lakers star to lead walk to help fight homelessness #PrisonIndustry for McKinney–Vento Homeless Assistance Act

As part of United Way’s campaign to end poverty in Los Angeles County, the organization is planning to host its seventh annual HomeWalk – a 5K run/walk to raise public awareness and fund solutions to end homelessness, one of the most extreme forms of poverty.

The past six years, nearly 40,000 people have participated – raising more than $3 million and helping move more than 13,000 people off the streets and into housing.

The event is scheduled for Saturday, Nov. 23 at Exposition Park, beginning at 7:00 a.m. with registration. The opening ceremony is to start at 8:30. At 9, the 5K begins.

According to United Way reports, Los Angeles County remains the homeless capital of the nation, with more than 58,000 living without homes.

Gov. Brown signs 10 bills to help homeless and foster youths Stay out of jail.

16x9

SACRAMENTO — Gov. Jerry Brown on Wednesday signed 10 bills that his office said will help protect “the most vulnerable Californians – homeless children and adults and foster youth.”

GOV Brown los angeless homeless money goes to prisons 200,000 homeless teens are believed to be living in California.

Homeless children and education

That Act uses the Illinois statute in defining homeless children as “individuals who lack a fixed, regular, and adequate nighttime residence.” The Act then goes on to give examples of children who would fall under this definition:

  • (a) Children sharing housing due to economic hardship or loss of housing;
  • (b) Children living in “motels, hotels, trailer parks, or camp grounds due to lack of alternative accommodations”
  • (c) Children living in “emergency or transitional shelters”
  • (d) Children “awaiting foster care placement”
  • (e) Children whose primary nighttime residence is not ordinarily used as a regular sleeping accommodation (e.g. park benches, etc.)
  • (f) Children living in “cars, parks, public spaces, abandoned buildings, substandard housing, bus or train stations…”

Following the Illinois statute, the McKinney-Vento Act also ensures homeless children transportation to and from school free of charge, allowing children to attend their school of origin (last school enrolled or the school they attended when they first become homeless) regardless of what district the family resides in.

Mother Given 5 Yrs Prison for Sending Child to School Outside Her District

Tonya McDowell, a 34-year old single mother who was arrested for sending her son to a school outside his home district, has been sent to prison for five years.   The homeless mom sent her son to elementary school in Norwalk, Connecticut, instead of Bridgeport, where he was supposed to go. The state has accused McDowell of stealing $15,686 worth of education from the city of Norwalk.

McKinney–Vento Homeless Assistance Act

The Congress finds that —
  1. the Nation faces an immediate and unprecedented crisis due to the lack of shelter for a growing number of individuals and families, including elderly persons, handicapped persons, families with children, Native Americans, and veterans;
  2. the problem of homelessness has become more severe and, in the absence of more effective efforts, is expected to become dramatically worse, endangering the lives and safety of the homeless;
  3. the causes of homelessness are many and complex, and homeless individuals have diverse needs;
  4. there is no single, simple solution to the problem of homelessness because of the different sub-populations of the homeless, the different causes of and reasons for homelessness, and the different needs of homeless individuals;
  5. due to the record increase in homelessness, States, units of local government, and private voluntary organizations have been unable to meet the basic human needs of all the homeless and, in the absence of greater Federal assistance, will be unable to protect the lives and safety of all the homeless in need of assistance; and
  6. the Federal Government has a clear responsibility and an existing capacity to fulfill a more effective and responsible role to meet the basic human needs and to engender respect for the human dignity of the homeless.
(b) Purpose
It is the purpose of this chapter —
  1. to establish an Interagency Council on the Homeless;
  2. to use public resources and programs in a more coordinated manner to meet the critically urgent needs of the homeless of the Nation; and
  3. to provide funds for programs to assist the homeless, with special emphasis on elderly persons, handicapped persons, families with children, Native Americans, and veterans.
